I got all the words but I can't figure out the order of the pairs as too many are ambiguous. And I don't have the patience to try every single permutation so I will move on for now...

I think I've got them all, but also having trouble with order of pairs.
And, yes, adjective-noun helps -- but English also flexibly allows you to treat nouns like adjectives and in those cases, really hard to know order.
