Nevermind...got it....oakland clue ends in a K not a C

About clue number 9, I am curious if this puzzle was created before or after the actual tragic boating accident where three football players died off of Florida's west coast.

Thanks [23]. I was not aware of this accident when I created the puzzle. I have now edited clue #9 to hopefully avoid any similarities with real events.

I do not understand #9 at all. I've got all the rest except for that one. I think I've got the first and last parts of it, but the news bubbles are throwing me off.
