I played this game a few times at BGG con last year. The components are VERY high quality and the game itself is an interesting area control game. I think with 5 players it's a bit too long (especially if anyone playing is new to the game) but overall I quite enjoyed it. I bought a copy there at full retail (somewhat influenced by the fact that I became friends with the designer) but I may still pick up one or two more at this price.

Players draft cards to create melds that create nobles. They then place these nobles throughout Europe to earn Victory points for being the first to occupy an area as well as for area control and "royal families" (i.e. sets of nobles).
The game really divides into two phases. In the first phase, players populate four European areas with their nobles. In the second phase, they need to remove nobles in occupied areas to replace them with members of their own royal family through treachery and assassination.
The only drawback is the graphics. For some reason, the powers that be decided it would be advisable to photo shop the heads of friends onto the bodies of nobles. (Check out the box art.) Maybe a good inside joke but a VERY BAD marketing decision making the game look amateurish and "off-putting". Fortunately, the game design survives this sabotage. Heads of State is solid and enjoyable and well worth the effort needed to overcome the poor graphics which, once you get used to them, isn't a deal-breaker.
The comments on the Geek were mainly from some attention deficit Dutchies who sat down for 20 Mins and thought they'd played the game at Essen Game show a couple of years back. It's a good game.
