I wish I knew what the three figure types were. I see fish, but are the others sails? flags? men? hunters?

The clues are simple enough, but I can't see a path from there. I'm thinking I have to combine the letter pairs to get six new letters. (???) Anyone?

Finally clicked for me how to do it, but I stalled halfway through when I couldn't think of what "Riddler" was. Thanks to [7]'s clue, figured that part out, and then I was all set.

OK, I'd put this one off because Set is not a god I'm especially good at, and the puzzle looked overwhelming--probably the same feeling [22] had. Then I gave it a fresh look today, and: wow. This puzzle is *terrific*. Really, really well done, John!
