For all the newbies here tonight:
There is another website that the tangans use to talk about the tanga puzzles. This now has Ze puzzle discussion interspersed with the daily puzzle discussion.
In November 2006,
Someone inadvertently got confused between typing the answer in the Tanga answer box and typing something in the Tanga Blog message box. Don't ask how that is possible. Anyway, he typed "salt" in the blog but supposedly was trying to answer the puzzle. Turns out "salt" was the answer.
Everyone was quite alarmed to see the answer so plainly displayed here.
Within four days it was common practice at Tanga to call any strong clues "salt".
Finally, the light dawned. I am a moron. Thank you to pb and xps for putting up with me. Thosw- I still don't see how your bus driver comment helps at all.

Since this is the first puzzle, and there are likely to be a lot of newbies:
Look for a twelve letter phrase to decode the numbers.
Sorry if that seems too strong a hint, but IMO, this first puzzle runs the risk of scaring away newcomers before they have a chance to become engaged.
Anyone who needs stronger help, do check out the BGG link mentioned above.
