No clue on the fourth and eighth ones, think I've got the rest, nothing makes sense from the ones I've got. Are the individual lines supposed to have anything in common?
[12] They're all names of flowers (annuals and perennials).
[8] I think the extra one is to spoil anagram solvers (which would make the rest of the puzzle moot)

i came up with some mystical lizard, yet it's not working....
[19] There is no second step in this puzzle. If you use the numbers, you will get a compound word, not a phrase. That word is the answer.
