Second: OK, been working at this for 20 minutes and all I have is a headache and am starting over for the third time. Hope the answer is obvious once solved...
Finally got it. Very fun puzzle of the sort I'm more used to. My suggestions are to do the edges, since there are already restricted, and establish the 15s and 30 as there aren't many ways you can make them fit. That should eliminate some possibilities for surrounding blocks, and can build from there. The 25 and 28 were not where I first expected them to be.

Haven't solved, but the gaps between regions probably form letters that spell out a word... like "overambitious", or "neck pain"

I was able to get it pretty quickly by assuming that there would be a border around the outside.

Start with the bottom right corner, only one way to enclose the bottom 2 squares.

[7] The numbers add up to the number of squares, so no, no spaces leftover.

Well, if I typed the numbers in right, they add up to 400 and it's a 20x20 grid.

Yep, I got the grid filled in. At first I didn't understand that all would be filled in, so I was thinking the unfilled spaces would matter.
I'm not seeing anything though, even with the grid done.
