I don't see any information in the puzzle that would lead me to think one numeral transformation was supposed to be different than the other. Not my night for the puzzles.

There's always a balance to achieve, between giving enough information to guide the solvers in the right direction, and leaving enough information out to make for a nice "aha" moment when they figure it out. Too much information, the puzzle becomes boring and just an exercise in following directions; not enough information, the puzzle becomes frustrating and not enjoyable for people to solve. And the right middle ground is often different from person to person, and from puzzle to puzzle.
