I'm off on the wrong tangent I guess.... world capitals are getting me nowhere.

[11] Neither is trying to "cut short" the names of the countries or the capitals seem to work (using abbreviations, first two letters, etc.)
Lucky for me I didn't know all the cities.

I appreciate the effort nocca...
But I did not find this puzzle very satisfying. The solve method is kind of random, IMO. On the other hand, I think the 'instructions' are nicely incorporated into the puzzle. But having to guess around among numerous options for applying the instructions takes the fun out of it. I think this is reflected in the limited number of solves nearly half a day in. Thanks again for the puzzle, though.
On a different note, why is there very little salt out on this one (two comments)? People used to kick in some hints on the tricky puzzles. If anyone wants a nudge, feel free to TG me.
