what's that used for ?
This seems deceptively difficult. I think I know each component yet it isn't adding up.
[3] There is an 'assumed' vowel in there as well as a letter that most people don't pronounce.

Second line of clues tripped me up for a bit because of the picture of PA. Philadelphians have a word for that middle section of PA that is removed there, and I thought that was what was being referenced. Fun puzzle!
