Nice puzzle (though when I got the result of the second step, I thought I was being told I'd done something wrong).
got the first part, but still not getting step two...

EDIT: It came. Easier than I tried to make it, but pretty hard to do on the laptop.
I must be overthinking it, I give up...very frustrating...
[24] Yes, this is one of those puzzles that is MUCH easier to do if you print it out...or copy/paste into Paint. That way, once you do step 1, it's fairly easy to see what you need for step 2.

I'm new to this site but, am I the only one that thinks this is a bad puzzle? The first step is straight forward, but in no way helps solve the puzzle - and peoples comments about salt and circles??? The only way to solve this is to guess
EDIT: salt and circles have nothing to do with the solution
You don't have to guess, but the clue should have had an "ing" in it.
[31] "Salt" is Tanganese for "hint". Since you're new here, this FAQ will probably help....

[31] Salt is tanga-speak for "strong clue." There is a bit in the FAQ about why.
