Without having previously heard this phrase I don't think I could have gotten it.
I guessed it after the first 2 blocks, but I still can't see how the rest is meant to be inferred from the pics.
[16] I have you to thank for getting this. I got the first two boxes right away but could not make sense of the rest. Until your comment made me think it probably was an expression I had not heard before and then finding it was easy enough.
It is also pretty obvious how someone who has heard the expression before would get it from the first two boxes.
[17] I guess the rest is inferred from the 12321. (Note the last two and one are written backwards) At least I finally managed to find the whole quote from the bits of salt above. And Hey! It really does read backwards.

I have never ever heard that phrase before. I ended up digging through a big list of palindromes.
I am just coming up with the person because of the dates. I have not a clue. I will keep working, but salt would be nice.
I couldn't solve it and clicked the solution, and even it didn't make any sense.

These clues were quite brilliant in retrospect. When I looked at the puzzle it confused me until I looked box by box. I got the first two no problem and was able to remember the rest of the phrase from that. Even without knowing the phrase it's possible to solve based on the clues. Box 4 is good.
