I'm not getting this. Have all countries but...
Wish I'd realized the red herring BEFORE I did the research. I shoulda gone with my first instinct when I looked at this.
What is it good for?
Absolutely nothing.
Edit: Yes, this puzzle only takes longer than a second by misdirection.
[5] The flags themselves aren't red herrings, but they are bait that will lead you to some if you follow it. ;-)
[6] I just love puzzles that depend on misdirection! Really this is a millisecond puzzle without them.

LATE SOLVERS:
As hinted, knowing the countries of the flags get you nowhere.
But....its VERY interesting that the numbers on the flags are in different positions. Maybe you can do something there....
