I thought for the longest time the answer was repel. But what is seen at the bottom is the the second word in the two word answer.

Dang it! I was also approaching it as a OWW last night. I only had a couple of minutes to look at it at Tanga Time (7:00pm, PST), then couldn't get back to it until this morning.
Cooler heads prevailed this morning.
Still lost. This seems so simple but I am just not getting it.
Ok, now I understand. The word pairs at the top represent the first word of the answer...the letters and picture at the bottom represents the second word of the answer. Sheesh.

Thought the bottom was "attractive" so I was trying variants of that and "ugly." Finally clicked for me a few minutes after reading [21].
