I can tell this is gonna be a tough one.
I was right...wow...a tough one...got it thanks to a scrabble 15 letter list and [4]s salt.
(Ignore the background...the answer has nothing to do with precipitation.)
At first, I thought the directions meant something else.

I finally decided to pick a few likely starting letters and let a word puzzle website give me the possibilities. On the second combination of letters, I had 31 15-letter words to choose from. My eyes scanned across one that might work, looked back at the puzzle, looked back at the site - where my eyes fell on the 16-letter list, got frustrated that I couldn't see it any more, looked back at the puzzle, decided to go with what I thought I might have seen... and it was right!
At least I can claim that I knew what the last 3 letters were from the start...

I correctly guessed the first three and last three letters right off. It just took me 20 minutes to get the middle (counts on fingers) nine.

I should have just gone with my gut instinct. As soon as I saw this, the answer popped into my head, but then I read the instructions and let my brain get in the way (for about a minute).

I got this in just a couple of minutes but unfortunately came here a day late. Nice straightforward puzzle though I found the instructions confusing for a while. "No double letters" is probably not the most obvious way to explain the instructions as I was initially puzzling over how one can make a 15 letter word with 9 letters with no doubles.
I assume what you really meant to say was that you could not use the same letter twice successively (though it can be repeated otherwise). I am not sure if anyone else was confused by the same thing.
Not whining, just saying in case it helps someone else.

I found that I had completely missed the instructions meaning when I looked at the solution without solving it. I would have never solved it. I thought I had to create a word in groups of three consecutive letters. Not the case. :(
