Basically, the idea is proposing a device that can dictate “manners policies” for cell phones, etc. It would have the ability to switch phones to vibrate in a movie theater, off in a hospital, no video in a locker room, etc.

I can see a lot of hurdles on this sort of thing. For those who care to express themselves, what do you think? Good idea? Bad idea?
