My daughter just turned 3, and the 3T size fit her perfectly. Big enough to wear a decently thick sweater under, but not too big for her to be able to run and play. True to size and description, it seems to be decent quality. We live in California, so only need cold weather coats for a few months, and even then it rarely gets extremely cold.
