Reckon ColorStay Liquid Liner is great! It has a fine brush tip, and it doesn't 'run'. It is also pretty inexpensive.

It's a real nice eyeliner if you are into liquid eyeliners and it's really easy to put on and the color is really black and it stays that way.

Great product. Precise brush and liner leaves a nice black line. Takes a little longer to dry than I would prefer.
