These come loose packed in an envelope which allows them to touch each other. This is probably why they don't have a full charge.

What a waste of money. None have a full charge because they were packed loose in an envelope.

When I received these they were just in a zip lock bag with no packaging at all. They were all no good either. None of them had any power whatsoever. This was my worst buy ever.

Stay away from these. They came in a Ziploc bag and some had rust on them and over half of them didn't work. Don't know why there didn't come in their original packaging but not happy.
