First off, there are no zippers so you have to climb into this jumper. I ordered an xlg (for reference: 5'4" 198lbs bust 38 hips 44) and have to pull it up to my calves to get the bloused effect.

Size medium fit perfectly. It did not have an off the shoulder cut but it's cute anyway.

Fabric is good for the price. I am usually a Med/Large and I got a Large and it was really big!!!
